David is a retired member of the City of Orlando Police Department with 30 years of experience. David spent his last nine years assigned to the Professional Standards Division. During his tenure with the Department, David:
- Spent 26 years as a member of the Department’s Special Weapons and Tactics team, where he served as a sniper and team leader.
- Served as the Department’s subject matter expert in Police Practices and Use of Force for 16 years.
- Developed training programs for the use of electronic weapons and response to active shooter incidents used by the Department.
- Wrote Department policy related to the use of electronic weapons, use of force and vehicle pursuits.
- Testified and provided consulting services in State and Federal proceedings in both civil and criminal matters on the subject of law enforcement use of force, defensive tactics and police practices.
- Developed and led the Department’s Accountability, Standards and Compliance Unit, which is tasked with the review of use of force incidents and police practices.
David retired from the Orlando Police Department in 2022 and currently consults and teaches on the topics of use of force, police practices, firearms and situational awareness.
